new "ngerman" was used for de-de, while older "germanb" was chosen for "de". From my point of view modern ngerman rules should be used in both cases. Those who really need older style may specify germanb explicitly, not through #+language mapping. Difference de-de vs. de is rather subtle to rely on it.
