As much as I hate to refer people to Micro Focus...
Micro Focus does have a product they call MTO which does support the
CICS API (maybe also DB2 like but using SQL Server) for Windows.

CICS is or was an IBM proprietary product.  I have not heard of it in
relation 
to other COBOL offerings.  And CICS as I recall did not deal with a DBMS
but 
rather with screen oriented input and output.   The acronym means
Customer 
Input Output Contol System, again as I recall. 

I would suggest that  you to design your system around the core
facilities of 
COBOL itself, as described in COBOL 85 or COBOL 2002.  You will then
have a 
better shot at  finding a compiler that serves your purpose.
