Hey, you're trolling, aren't you? ;-)
The point is that using a /distributed/ RCS could certainly help both
maintainers and occasional contributors to collaborate. There exists
now a plethora of such Free tools. GNU project's implementation is
Arch, and it turns out to (still) be quite good technically.
