http://code.google.com/p/lilypond/issues/detail?id=3330Apparent in the regtest is pretty much every use of \vspace. Which never compensated for the additional skippage it caused.
We can either make this change in behavior, or give \vspace a zero (instead of empty) X extent and thus have it behave like previously.
