Follow-up Comment #39, bug #42534 (project octave):

I want to cite https://www.opengl.org/wiki/FAQ : "However, of the non-defunct
ones, this is most likely to happen with Intel's integrated GPUs. Intel does
not provide a proper, up-to-date OpenGL implementation for their integrated
GPUs. There is nothing that can be done about this... Another reason is that
you haven't installed your video card drivers after installing your OS."

So my question is: have you all installed up to date intel drivers for your
GPU? Without these your OS might fall back to a default OpenGL 1.1
implementation (opengl32.dll).

Another workaround might be to install Mesa drivers from
http://qt-project.org/wiki/Cross-compiling-Mesa-for-Windows

But after all I don't think this is a bug in octave (not even in FLTK) and I
suggest we create a wiki page for this problem and link it from Octaves FAQ.
