Best just leave a css template and get people to make up their own
with whatever they usually edit with.

I downloaded this.  No problems.

I like the documentation.

On the first page, (click Welcome)
I suggest you put the version and date of release.
And a link to where the latest release can be downloaded.

On the Display Menu screen,
Put in the little icons that you are using beside the text to associate
these in the users mind.

I did not notice that at all, as I have not tried the groups feature
yet.

If it is not too difficult I would suggest that when you are generating
the html for the icons you put in something to pop up a box saying what
they do.

In this section, from one of my bibs;

<a class="bibtex_action"
href="./action_proxy.php?SID=ac1432f04b6d6cb14ac312b4138bce47&amp;id=sparkNscott2001&amp;mode=edit&amp;action=edit">
<div class="images">
<img src="./data/images/stock_edit-16.png" alt="edit" border="0">
</div><div class="text">edit</div></a>
>

A simple addition
<img title="Edit" src="./data/images/stock_edit-16.png" alt="edit" border="0">
     ^^^^^^^^^^^^
will cause a little box to appear with Edit in it when the user hovers
over the icon. This will tell them what to do if they are not sure what
the icon does.
