Probably.
This is exactly the combination I used when developing dvdrtools.

Huh? No, writing data has worked from the beginning. Writing films is on 
the todo list, but requires some reverse engineering I don't have time 
for.

Almost any dvd capable machine. It's pretty much the same situation as 
with CD-RWs, some very old CD players can't read them, but other than that 
you're ok.

dvdrecord addresses IDE devices using the ide-scsi emulatiion layer in 
Linux, that's why you have to specify stuff like SCSI device IDs.

The rewritable ones that look just like the disks you rent movies on, yes.

You need different tools for DVD-RAM.

This is the normal amount of data for all DVD-R/DVD-RW drives.

I'm using a Pioneer DVR-A03 simply because it was the first affordable 
DVD-RW drive.

You just install the rpm.
If you know how to handle cdrecord, you don't even need to read the man 
page because the syntax is the same (dvdrecord is a fork of cdrecord).

I don't have any MP machines to try on, but I don't see why it wouldn't 
work.
It's supposed to.

I'm using the same CPU, but only one of them, so the CPU in itself won't 
cause problems.
