No.

First off, the ISO9660 and UDF formats do _not_ support an "encrypted"
filesystem (or a compressed one either).

Secondly, think of .iso as an archive format, with "mkisofs" as the archiver. 
If you change that format, the unarchiving tool, like "cdrecord" won't know how
to read it.

It's just like compressing something.  If the program doesn't understand
compression, it won't be able to read the file.
