At least as far as Hebrew users are concerned, I think it will.
If we turn on Dave's unify-on-* modes by default, it's possible we won't
even need to add a second Hebrew input method, but instead have only one,
the one we have now in leim/quail/hebrew.el (perhaps with a few changes).
