We already have a Hebrew input method, but it inserts hebrew-iso8859-8
characters, not mule-unicode-0100-24ff characters. We should indeed
have an input method that produces Unicode Hebrew characters (except
that it's not very practical now, since bidirectional editing isn't
yet supported).
