I think it's not the right thing in general[*], but there's probably no
reason to change it unless problems crop up.

[*] Since a tagline assigns a unique identity to a file, putting it
    directly in the .in file means that (1) if you ever put the real
    virgin tramp sources in arch, the .in file will end up with the same
    `identity' as the generated file (which is clearly wrong), and
    (2) two different generated files in the same tree will conflict
    (this is a very unlikely case of course, since people tend not to do
    that).
