It could be called a missing feature.

You can use the registry keys Emacs.Top and Emacs.Left to specify the
vertical and horizontal coordinates of the top left frame corner.
Analogously you can use `top' and `left' in `default-frame-alist'.
The former method of specifying the coordinates is favorable because
the are applied to the first frame right at its creation.
