    As David pointed out this would not be specific to w32. It would rather 
    be a tool that we could rely on that we could use everywhere.

If it is for use on multiple platforms, maybe it is a good thing.

On the other hand, maybe it is better to migrate to using Scons,
and make simple wrappers to implement the GNU configuration spec
and make spec.
