Kind of, yes.  More specifically, people had no choice but to regularly
learn a new VCS tool every once in a while, whereas nowadays it's rare.
So people's understanding of what is a VCS used to be less
custom-tailored to a particular VCS than it is nowadays.

Kind of like when you have to use a different text editor in each one of
your web-browser, MUA, word processor, IDE, instant-messaging, ...
you end up only using the common-denominator bindings and you don't mind
having to use yet-another-editor.  But when you do all your text editing
in (say) Emacs, having to use another editor for your web-browsing needs
is really irksome.
