Google CSE = Google Custom Search Engine.

It allows you to search just the pages you want. That could be a
certain host. Or a folder on a host. (Google CSE allows you to do a
bit more, but that is the basic.)

Like all Google search their revenue is based on advertising. You can
(as a maintainer for that CSE) get rid of that by paying. (And some
non-profit organisations can get rid of it for free.)

You need a Google account to set it up. (They can't avoid that even if
they wanted to!) You do not need such an account to just use the CSE
to search.
