My Two Penneth : 

I personally would like a mixture, because I agree with Andrew, that the 
membership should have input before a decision is made.  I personally would 
like a tracking system, and then those who wish to comment on a particular 
project.  Something akin to bugzilla, ideally with only members being able to 
log in, maybe only ctte members being able to create accounts?

This would enable member input and make the process transparent and 
(reasonably) easy to handle.  I don't think mailing lists are the way to 
discuss these kind of things because of the usual reasons - applicability to 
individuals, risk of flames (not entirely removed by a tracking system, but 
reduced) and accessibility of archives.
