Hmph. You're right, to my chagrin. Of course, this is primarily because
I didn't include UTF-8 in my locales to be generated, and I was also
using xterm sans Unicode. Unfortunatly, mutt seems to have a display bug
when using uxterm (though it does display that c-circumflex correctly).
Debian bugtracker tells me I must use mutt-utf8. mutt-utf8 doesn't have
that display bug, but it doesn't display the character in question at
all.

So I think my system will stay broken for now, and I think I'll bow out
from the discussion, as it's clear that I'm not adding value.
