Perhaps, but it's a lot _more_ likely to result in clashes than uuids are.

Worse, it requires non-trivial thought to create a tag, which is a pretty
sure guarantee that people will cheat (and so greatly increase the chance
that clashes will result).  This is especially true for importing any kind of
existing source base, where people almost certainly will want to just to
`import the whole mess' in one simple operation; telling them they've got to
sit down and think up a unique descriptive message (where the uniqe part
really matters) for _each file_ is not likely to win any fans...
