I'd suggest using 'tagline' in the tagging-methods file, combined with
my other rules verbatim. It will have the same effect as explicit in
that:
deliberate action must be taken to add a file
new files will trigger a error when committing

it has a benefit: you can choose to use taglines in files in the future
with no headaches.
