there are ways to reduce the overhead of really small files. on linux, 
reiserfs (and I think XFS) do this, while ext2/ext3 definitely don't (without 
patches).

as the .arch-ids files _are_ really small, they represent quite an overhead, 
thus the idea to "fix" arch (instead of the filesystem)
