The ability to "spend" the money the government otherwise spends on
their children for schooling already. I'm guessing here, but I assume
you wouldn't give them the cash and say "go find a good teacher" but
rather 'credits' that can be spent.

And the cost today in the US Government public schooling system (from
memory) is around $6500 per child per year (including administration
(jobs project) overheads). Without most of that administration, you'd
comfortably have classes of 10 in size, not the 20 to 35 we see ... and
that's before we even start talking 'better' education.
