If there a version of TLA built for Msys/MinGW?

In a project of mine, I use Msys/MinGW for compiling (I need the
latest version of the GCC Ada compiling) but cygwin for TLA.  This
kind of gets messy, and it would be good if I could delete cygwin and
stick with Msys/MinGW.

This would require ssh/sftp for Msys/MinGW too (might exist if I
looked) and a version of vim that can edit DOS text files (might be a
config issue that just requires 30 seconds of my time to fix; however
the cygwin version could do it without any config).
