It sometimes comes in handy when your file also has a life outside of the
Arch repository.  Of course, this again only works for those files that
can have a tagline, but it's better than nothing.

And it wouldn't take any extra time to use taglines if `tla add' knew how to
add a tagline rather than a .arch-ids/foo.id.  C-x v i in Emacs's VC does
exactly that.
