   Someone explain this to me.  All this seems like a convoluted mess.
   What's the advantage here?

The advantage is that you can use standard commands to install/remove
packages form the system.  dpkg/rpm are not standard on a GNU system,
ln/rm are.  It also simplifies life for people who wish to write a
front-end for installation/removal of a package, since they can just
use the normal POSIX system calls to do this without the need for some
special library.
