Yes, there is indeed something strange here.

I have the problem only with the VC build.  I can't reproduce it with
the cygwin build.  Also, GnuGo 3.0.0 doesn't have the problem, and
correctly gets Q16 also.  I'll narrow down the version where the 
breakage started tomorrow.
