The hard upload limit will be implemented in 0.4.9 (in fact, is). Note that
we *can not* enforce the download limit since we can't stop nodes from
sending us packets -- except by making it unattractiv by not answering,
but that can never be implemented to hit the mark "on the spot".

This will never help since you need the public key of the node together with
IP and port (see files in data/hosts). But the 0 connection problem can be
worked around by restarting gnunetd (it should connect within a minute or
two afterwards, otherwise you have some other problem).
