[help-texinfo] link in html without ``See''?

Hi,

We've been using @uref to construct external links, but now that
makeinfo encodes names of split HTML files, that does not work anymore.

Is there a way/command to get makeinfo to construct an @uref like
link, ie, without ``See''?

If I try the

     @xref{Electrical Effects, Lightning}, for more info.

example from the manual, in INFO it looks fine, but in HTML I still
get ``See''.  Maybe HTML should be more info/wwwb-ish, and drop the
``See'' in places?
