as the focus of this game is on war, imho, we should not allow a politic 
system to forbid war, in any circumstances

for your original question (the possibility for the player to choose his kind 
of government), imho it's better to handle the government system in the game, 
not to let the player decide ('cause there's no real need for it, as you've 
already said).

Now the question is how will behave each government system with war
