According to our decision guidelines (same as Apache's:
http://jakarta.apache.org/site/decisions.html)

0: "Abstain," "no opinion". An abstention may have detrimental effects
if too many people abstain. 

I think this means we keep the current start/stop/restart command line
arguments.
