Follow-up Comment #11, bug #41067 (project octave):

If you want to set preprocesser flags, then the right thing to use is
CPPFLAGS.  That should be used for both C and C++ files.

I typically use "configure CXXFLAGS=-ggdb3 CFLAGS=-ggdb3" because it is hard
to debug optimized C++.
