Follow-up Comment #2, bug #45567 (project octave):

Not a bad idea.  We used to have the special GNU existence-only check for the
html directory in the documentation build.  This is the same idea, we require
the existence of the interpreter in order to build the images, but we don't
care if it happens to be newer than the images.
