Sorry for separate writing.
utf-8 files: editor, command windows issues, workspace pane shows correctly

http://savannah.gnu.org/bugs/?43099


is similar to the bug #42036 but not the same.

The #42036 is related to file io while #43099 is an issue on display of utf8 
characters.

#42036 and #43099 are really annoying issue for windows users who use 
non-Engligh.
