This is quite odd, the setting for downloading new headers when starting
is in two places in the config.xml file, is set true in both, but is
only remembered and works if download new headers and bodies is set
true. However, I can't find that setting in the config.xml file in the
Behavior section, it is in the General section but I assume that is
deprecated now and hence is ignored.

Looks like a trip to Bugzilla for me....
