It may be reasonable to think that all translators (at least those who want
notifications) are members of www-$lang groups; however, I can imagine that
some of them might want to get notifications via email addresses other than
those written in their savannah account settings.

In my preliminary implementation, there is a file that defines whom to notify
about what files, e.g.

^gnu/(gnu-history|manifesto|initial-announcement):mhatta lmiguel
^philosophy/:muntada lmiguel
^distros/screenshot:ato civodul mhatta
...

This file may be public; then, there is a private file with actual email
addresses, like

ato:address@hidden
civodul:address@hidden address@hidden
lmiguel:address@hidden
...

The problem is how to manage that file with addresses.
