Let me try another attempt, by using this command:

cvs2svn --use-cvs --fs-type=fsfs --username=rmottola --cvs-revnums --fallback-encoding=utf-8 -s gap-svn gap/gap > & err.txt

cvs2svn manual says I can convert a module at a time [1], if I just want my sub-module, it should work!

This is the information for this conversion:
cvs2svn Statistics:
------------------
Total CVS Files:              4489
Total CVS Revisions:         13097
Total CVS Branches:              0
Total CVS Tags:               4982
Total Unique Tags:              18
Total Unique Branches:           0
CVS Repos Size in KB:        58777
Total SVN Commits:            2638
First Revision Date:    Wed Jan 30 04:37:29 2002
Last Revision Date:     Fri Feb  7 21:00:57 2014

Which looks coherent, just a few less commits of the stuff in the root compared to the last dump.

My dump ends with:
* Dumped revision 2636.
* Dumped revision 2637.
* Dumped revision 2638.

I uploaded a new dump: gap-svn2.bz2 (size: 24367153)
