I dont understand the issue here, isnt website pictures only for people
manually using the keyserver interface to look at key info?
Why does GPG care about how the picture is displayed on the website
since it fetches the public key directly with the picture inside and not the
webpage?

I guess you are wrong. I think, GPG and other tools
also use the index functions of the keyservers. They
parse the HTML page generated by the servers and extract
the necessary information. This is what happens
if you do "gpg --searchkey"...
