Given the current design of the keyserver network, it's possible for
all sorts of unsavory types to use it in various unsavory ways.
Showing JPEGs directly certainly simplifies the problem for the
unsavory types, and a self-healing distribution system would be
appealing for them.

I'd be curious to know how the various web discussion boards that
allow embedded images deal with this situation.  It may well be that
the operate in a "wait until we see it or law enforcement tells us
about it, then remove it" sort of mode.  That could be a distinct
burden on a keyserver operator who would have to explain to the cops
why deleting a key doesn't actually work.
