Many systems are abusable in one way or another.  In this particular
case, though, it's a very easy abuse, and we don't currently have a
good way to stop the abuse if/when it starts.

I'm not against the feature itself, but it would be good to at least
think about various ways to halt such abuse if it does start.  One
such solution is to make JPEG display an optional feature, that could
be disabled by the keyserver admin.
