It used to be that you'd get an error like this with previous version
of Cygwin if GCC_EXEC_PREFIX was set wrong or there was a residual
environment setting from a previous install.  Swarm 1.4.1 should have
removed GCC_EXEC_PREFIX, though, since B20 can get this information in
another way.  Perhaps this could have been missed if different users
did the installs of the previous and current versions.

Also, are you sure you're getting the right GCC?  What does "type -p
gcc" or "gcc -v" report?

By default, cpp.exe will be found in:

/Cygnus/cygwin-b20/H-i586-cygwin32/lib/gcc-lib/i586-cygwin32/egcs-2.91.57/cpp.exe
