Yep, they'd be users.  *But* you can't place any restrictions on what
they do with the source code you give them.  Thus, with the GPL, you
can't count on extracting a fee from anyone that wants a copy of the
program.  (Supposing we switched to the GPL, you'd have to get another
license from us to do that.)
