I don't have an answer, but are you really using Cygwin B19 and Swarm 1.3.1?
Incidentally, with 2.0.1 (and Cygwin B20) if you are building without
the standard Makefile.appl (e.g. with local variables in Emacs), make
sure that you are passing -DDLL to the compiler.
