Hey, everybody who suffers along in WIndows with Cygwin
Many have noted the newest cygwin replaces tcltk 80 with tcltk83 and
swarm works no more. So I found a laptop where I kept old copies of all
the packages and here I have put a copy of the working tcltk

I don't even use windows, so I can't explain why this Cygwin change
happened, but I'm prety sure if you replace the new tcltk with this old
one, it will work again. But I hope soon one of us/you will build a new
Swarm snapshot that works against the newer cygwin distribution.
I'll get back to you on that....
