I gather you do not understand that Swarm-2.1.1 is an old package and it is not really intended to work with Win-XP. I don't know how well in general the community is supporting windows, but I'm pretty sure the general advice would be to eliminate swarm-2.1.1 and install the Cygwin, then Swarm-2.2 prerelease. The caution is that cygwin's newest release will install an incompatibly tcltk, and you can fix that by installing the older tcltk I just announced in this mailing list.

I don't know where you can find the newer dlls for Swarm-2.1.1. I saw you ask about that earlier.
