Swarm 2.1.1 is nearly three years old.  Swarm 2.2 was close to 
releasable about a year and half ago, but the SDG failed to find funding 
to finish the job.  No volunteers have stepped forward to maintain the 
Windows version (or really, Swarm itself modulo some porting activity), 
and so the pretests of 2.2 found at 
ftp://ftp.swarm.org/pub/swarm/binaries/w32/latest are about the latest 
tested code for Windows.
