[Audio-video] RMS: streaming ogg?

Hello

We recorded an interview of Richard Stallman yesterday in Geneva. He explicitely asked to use only free video encoding formats (ogg?). He told me that it was possible to stream such format (so that it appears and start quickly, without having to download the whole file) in a web browser. Can you advise  us on how to proceed to create such file? and what are the steps to achieve this goal?
