I tried to run /home/build/bld/gm2-9.1.0-20190805/gcc/xgm2
-B/home/build/bld/gm2-9.1.0-20190805/gcc/ directly on the test but it
complains about not finding definition modules. Please advise on

Hi John,
you would need to also specify the library directories - in your case
-I../../../src/gcc-9.1.0+gm2-20190805/gm2/gcc-versionno/gcc/gm2/gm2-libs
and the equivalent build directory.
I will try this.
However it is failing to produce a SYSTEM.def (or is it?)
No SYSTEM.def is produced.
Can you post the builddir/gcc/gm2/gm2-libs/SYSTEM.def file?
The directory has no def'n files:
build: 508 [bld]=> ls gm2-9.1.0-20190805/gcc/gm2/gm2-libs
config-host.lineno config.log config.status gm2-libs-host.h
