It's been the part of AM_GETTEXT that checks for the various gettext
tools. Since that is all we need I used that macro instead of
AM_GETTEXT. Otherwise it would check for plenty of headers, complain
about the missing intl/ directory and so on.

I guess it has been renamed or something. We should probably add it to
our aclocal.m4.
