You're right. Thanks, I forgot about that option. (I use Emacs 20 most of
the time - no such option.)

I change my proposal from this:

> add such a function to `kill-emacs-query-functions' by default.

to this:

 Change the default value of `confirm-kill-emacs' to `y-or-n-p'.
