We are miscommunicating.  The point of this notice is to teach the
whole community about the need to think about legal papers
from an early stage.

If they have done this, it would eliminate one obstacle to
putting the package in ELPA.  But really it is not about ELPA.

The point is to prevent packages from getting into the problem
situation that Magit is now in.


It sounds like ELPA is very inconvenient to use.  I agree we should
make it easier.  But that's a separate issue.
