I think I've found an elegant way to deal with all the pesky looping
directories bug while making people's lives on Windows much easier. =)
emacs-wiki-file-alist refresh behavior is now controlled by the
customizable variable emacs-wiki-refresh-file-alist-p. See the
following symbols for more information:

    emacs-wiki-refresh-file-alist-p
    emacs-wiki-refresh-file-alist (interactive)
    emacs-wiki-refresh-file-alist-maybe

It defaults to the old behavior of always refreshing on Windows
systems and sometimes refreshing on other systems.

Personally, I use (setq emacs-wiki-refresh-file-alist-p nil). That
way, it's initialized just once per project, and reloaded only when I
save a file. I don't mess with planner files outside Emacs, anyway,
and can always M-x emacs-wiki-refresh-file-alist to force a refresh.
